HM Chief Inspector of the Crown Prosecution Service Annual Report 2009-2010

The Chief Inspector of HM Crown Prosecution Service submitted his first annual report to the Attorney General. It records an impressive programme of inspections in 2009-2010. General observations by inspectors were that the work of the Crown Prosecution Service’s specialist business units dealing with the most serious and sensitive cases was done to a consistently high standard. However the quality of prosecution casework in the London and Gwent areas was found to be of particular concern.
Criminal Justice Joint Inspection Business Plan 2011-12

The CJS Inspectorates agreed a joint inspection plan in April 2010 for the year ahead, following earlier consultation with a range of interested parties. It is subject to review in the light of developments that may arise during the course of the year.
Joint Thematic Review of Asset Recovery: Restraint and Confiscation Casework

The review found that a great deal of work has been done since the implementation of the Proceeds of Crime Act 2002 to "mainstream" asset recovery into the day-to-day work of police officers, prosecutors and court staff (who are responsible for enforcement) at all levels. However, although performance has improved considerably there is more work to be done to optimise the effectiveness of the regime. There is considerable scope to increase the number and value of confiscation orders and to reduce the delay and wastage which is part of the system.
CPS handling of custody time limits

An audit team found that the CPS has made progress despite grappling with an unwieldy and over-complex system. Stephen Wooler, HM Chief Inspector of the Crown Prosecution Service, has called for a more substantial review with a view to a radical simplification of the existing CTL arrangements.
London Borough Performance Assessments

The second tranche of London Borough Performance Assessments inspection reports is published, along with the overall review of the performance of CPS London.

The boroughs included are aligned with the Crown Court centres sitting at Harrow & Wood Green; Isleworth & Kingston, and Southwark & Croydon.

HMCPSI inspection of CPS Gwent prompts "back to basics" fresh start', 'This inspection found that CPS Gwent was in a much weaker position than that reported in previous inspections, with many of the issues highlighted not being addressed and in some cases exacerbated by management failings. Weaknesses permeate decision-making at all stages of cases and the systems for preparing and prosecuting cases through the court process give rise to concern. The overall rating of the area’s performance is now POOR. It is a great testament to their resilience of the staff that a large number remain fully committed, work hard and retain an enthusiasm to do a good job; if the area can harness this they should be able to move forward and improve the situation.
